Document Description
An existing Oakland city block will be retrofitted to become its own microgrid (including installation of rooftop solar, energy storage system in underground utility vault, cabinet-mounted-power converters and controls, pad-mounted transformer, curbside EV chargers, and trenching [or directional drilling] for placing power and communication lines underground). The houses within the subject block will undergo energy retrofits. Project includes documentation of the results from this work in a planning study.

Reasons for Exemption
The installation of small structures, energy retrofit of existing facilities, and minor alteration of land at a site that is currently fully developed in an urban residential neighborhood will not have a significant impact on the environment and is exempt from environmental review. Also documenting the results from this work in a planning study is exempt from environmental review.
