The project is categorically exempt from the provisions of CEQA pursuant to CEQA Guidelines Section 15301, Class 1, which consists of the operation, repair, maintenance, or minor alteration of existing public or private facilities or topographic features, involving negligible or no expansion of use beyond that existing at the time of the exemption determination. A key consideration for this class of exemption is whether the project involves little or no expansion of an existing use. This project includes maintenance of an existing unpaved road and it does not expand or e)(tend the road beyond its current use. Maintenance of the road will reduce fine sediment transport to local waterways that are tributary to the Napa River, which is listed as impaired for excessive sedimentation.
