UC Davis proposes the Campus Security Management System - Phase 1 project to install new centralized security software and the associated hardware, including card readers, door hardware, video cameras, video recording devices, and controls in 150 existing buildings (103 on-campus buildings and 46 off-campus buildings). The new access control measures will be integrated in a new centralized security hub replacing 11 access control system and seven camera systems.

In addition, none of the exceptions for application of a categorical exemption apply to this project.
