The Project supports dedication of the U.S. Forest Service's entire interest in a pre 1914 appropriative water right from the upper most point of diversion on Hot Springs Creek, a tributary to Montecito Creek, to the Pacific Ocean as instream flow pursuant to California Water Code Section 1707 and a recorded permanent forbearance agreement.
