Document Description
The purpose of this project is to demonstrate a breakthrough technology (SkyCool Panels) that will enable new and existing air conditioning and refrigeration systems to run more efficiently. SkyCool Panels will be deployed at a Whole Foods market where the panels will be used as a passive sub-cooler to increase the refrigeration system efficiency as much as 10%.

Reasons for Exemption
This project involves minor alteration of existing private or public structure or facility. This project will be integrated into existing, aging industrial equipment by adding new high-efficiency equipment. The equipment to be added to the refrigeration system includes rooftop-mounted radiative cooling panels in secondary fluid cooling loop. The new equipment will help improve the efficiency of the facilities and reduce electricity consumption and greenhouse gas emissions. These installations will be minor alterations to the existing equipment and structures, with negligible or no expansion of an existing use. For these reasons, the project will not have significant effect on the environment and falls under categorical exemption listed in 14 CCR A.§ 15301.
