Document Description
The proposed project would construct a new debris basin and associated flood-control facilities along San Ysidro Creek, in Montecito, CA. The project area (and immediately downstream) was significantly damaged in the 1-9-18 debris flow. The proposed Randall Road debris basin would increase debris capacity and would reduce potential flooding and debris flow impacts at Hwy 192 and downstream infrastructure and properties. The proposed project would involve excavation to widen and deepen the existing channel to increase debris-holding capacity. The project may also include appurtenant facilities such as retaining walls, debris racks, soil berms, access routes, and drainage features. Landscaping, native plant restoration, screening, fencing, fish-passage, and a public walking trail are also included in the conceptual design.
