The project repairs an imminent failure of a critical pumping facility that projects over 2,000 acres of existing productive farmlands, The rising water levels In San Joaquin River system and into adjacent Paradise Cut would have precluded the repair if it was not undertaken immediately and the continued use of the facility "as-is" would jeopardize the integrity of the affected project levee,
