Document Description
The project will be to implement vegetation treatments for wildfire risk reduction and forest health improvement on lands owned by RRF Shasta LLC (RRF) and Lassen Forest V Shasta, LLC (LF) in central Shasta County, California. The land is managed on behalf of the owners by W. M. Beaty and Associates (Beaty) based in Redding, California, and the project will be implemented by Beaty. The project area encompasses 9,828 acres ranging in elevation from about 2,060 feet to about 4,030 feet near Shingletown in central Shasta County, California. While Beaty performs commercial timber harvest within the project area pursuant to approved Timber Harvest Plans, the proposed vegetation treatment is an independent project designed to reduce wildfire risk and does not involve, depend on, nor enable timber removal for commercial purposes. The proposed treatment types are fuel breaks (shaded and non-shaded) and Wildland-Urban Interface (WUI) fuel reduction. The vegetation treatment activities proposed to implement each of these treatment types are mechanical treatments, manual treatments, prescribed burning, and targeted herbicide application. Given the remote location of the project area, treatment activities could occur Monday through Friday at any time of day or night in consideration of safety needs. Large haul trucks trips would not occur at night. Night work may occur when hot and dry daytime conditions increase the risk of fire ignition from vehicle operation or treatment activities; however, noise generating activities would not occur at night within 1,500 feet of sensitive receptors. Mechanical treatment and prescribed burning treatment activities would be restricted during fire season to when relative humidity is above 25 percent to increase fire safety during prescribed burning and operation of mechanical equipment. The WSRCD has prepared a Project-Specific Analysis and Addendum (PSA/addendum) for the project as a later activity covered by the California Vegetation Treatment Project (CalVTP) Program Environmental Impact Report (EIR).
This Notice of Determination is to advise that the WSRCD (? Lead Agency or ? Responsible Agency) has approved the above-described project on 28 January 2025 and has made the following determinations related to the PSA:
1. The project may have a significant effect on the environment.
2. The Shingletown Vegetation Treatment Project PSA/Addendum (SCH# 2019012052) was prepared for this project pursuant to the provisions of CEQA.
3. The CalVTP Program EIR sufficiently analyzes and addresses potential environmental impacts from the project, and the project will not trigger any of the criteria requiring additional CEQA review pursuant to CEQA Guidelines Section 15162. The project will not result in new significant impacts or a substantial increase in the severity of the significant environmental impacts identified in the CalVTP Program EIR. The proposed project is within the scope of the CalVTP Program EIR consistent with CEQA Guidelines Section 15168(c)(2), as documented in the PSA.
4. Mitigation measures and standard project requirements from the CalVTP Program EIR were made a condition of the approval of the project; no new project-specific mitigation measures are required.
5. The implementation of applicable CalVTP Program EIR mitigation measures and standard project requirements will be monitored and reported pursuant to the Mitigation Monitoring and Reporting Program that was adopted for this project.
6. The previous statement of overriding considerations in the CalVTP Program EIR was reaffirmed and adopted for this project by the WSRCD.
7. Findings were made pursuant to the provisions of State CEQA Guidelines Section 15091.
