Programmatic Coastal Permit (with Hearing) and Use Permit to conduct eligible Defensible Space and Ignition Resistant Construction treatment activities on approximately 330 parcels in the Timber Cove project area, under the Sonoma County Wildfire Adapted project, as conditioned and allowed under the Mitigation Monitoring and Reporting Program. Approval of this request does not result in immediate allowance of defensible space or home hardening activities as each landowner would be required to submit individual requests for consistency determination to be processed by Permit Sonoma administratively, subject to parcel-specific review, the Project Conditions of Approval, and Mitigation Monitoring and Reporting Program.
Between 2019 and 2022, Permit Sonoma applied for and was awarded four grants from the Federal Emergency Management Agency (FEMA) for wildfire mitigation, collectively referred to as SoCo Adapts. On May 21, 2024, the Board of Supervisors adopted a Project-Specific Analysis under the Board of Forestry’s California Vegetation Treatment Management Program (CalVTP) Program EIR (PEIR), which includes a Mitigation Monitoring and Reporting Program with standard project requirements and mitigation measures for both inland and coastal properties for all four grant programs under SoCo Adapts. A Project Specific Analysis and addendum under the Board of Forestry and Fire Protection’s Program EIR for the California Vegetation Treatment Program was prepared and posted for the Wildfire Adapted Sonoma County program in accordance with CEQA. The Board of Supervisors held a public hearing on May 21, 2024 and adopted the Project Specific Analysis and addendum, Mitigation Monitoring and Reporting Program, and a Statement of Overriding Consideration under Board Resolution No. 24-0116.
This is to advise that the Lead Agency has approved the above described project on December 12, 2024 and has made the following determinations regarding the above described project.
1. The project will have a significant effect on the environment. Additional measures and conditions were included in the project approval to reduce impacts to Coastal Resources.
2. An Environmental Impact Report was prepared for this project pursuant to the provisions of CEQA. On May 21, 2024, the Board of Supervisors adopted a Project Specific Analysis and addendum under the Board of Forestry and Fire Protection’s Program EIR (PEIR) for the California Vegetation Treatment Program (CalVTP), including the Mitigation Monitoring and Reporting Program for the project. The Board additionally adopted a Statement of Overriding Considerations finding that not all impacts could be fully mitigated but that the project was valuable on its own merits.
The Project Specific Analysis analyzes four grants awarded to Permit Sonoma by the Federal Emergency Management Agency (FEMA) for wildfire mitigation, with an addendum to address treatment activities that occur outside of the CalVTP treatable landscape (i.e. within the local responsibility area), as well as Near-home Wildfire Mitigation treatments which are not analyzed in the PEIR. In accordance with Section 15164 of the CEQA guidelines, the Project Specific Analysis and addendum found that a subsequent EIR or negative declaration is not required as there will be no new significant impacts.
On December 12, 2024, the Board of Zoning Adjustments approved a programmatic Coastal Permit and Use Permit for one of the wildfire mitigation grants, known as Sonoma County Wildfire Adapted, and found the request to be consistent with the Board adopted Project Specific Analysis under the CalVTP PEIR and subject to Conditions of Approval.
3. Previously approved Mitigation Measures were made a condition of approval of the project. These include mitigation measures for potential environmental impacts to the following topic areas: Air Quality, Biological Resources, Cultural Resources, and Hazardous Materials, Public Health, and Safety.
4. A mitigation monitoring and reporting program was previously adopted for this project.
5. A statement of Overriding Considerations was previously adopted for the Wildfire Adapted project.
6.Additional protections for Coastal Resources were implemented through the Conditions of Approval.
7.Findings were made pursuant to the provisions of CEQA.
