Final EIR for Special Use Permit PSP 18-049 which would allow the following: (1) a concrete batch plant that would produce 100,000 tons of concrete per year; (2) a hot-mix asphalt (HMA) batch plant that would produce 150,000 tons of hot mix asphalt (HMA) per year; and (3) recycling of 30,000 tons per year of concrete and asphalt to be crushed into recycle base.
