Conditional Use Permit Application No. P18-01457 was submitted by Comprehensive Planning Associates, Inc., on behalf of Kochergen Farms Composting, Inc., pertaining to a 10.09-acre property located at 2912 South Cedar Avenue (APN 487-140-59). The subject site is designated in the General Plan as Employment - Heavy Industrial and zoned IH, Heavy Industrial. On February 28, 2017, Green Valley Recycling was granted approval of a development permit application (D-16-117) to establish and operate a green and wood waste chip and grind facility on this former feed mill site with a maximum capacity of 500 tons per day. The current proposal under this conditional use permit application is to modify Green Valley's approved recycling operations into a material sort facility/transfer station. This modification is due to changes in State law requiring Green Valley to accept and process residential food waste into their green waste collection containers/devices. This change results in the need for Green Valley to modify its recycling operations approved under D-16-117, with a design capacity at ultimate build out of 2,500 ton per day. Green Valley Recycling is one of two sites approved by the City of Fresno to accept curbside picked up green waste. The facility also accepts green waste from other jurisdictions including private haulers. Materials that will not be acceptable are; hazardous type wastes; medical wastes; asbestos materials, ash and sludge. The proposed operations will continue to process recyclable materials, construction/demolition materials (C&D) and green and wood waste as previously approved. Materials will also be transferred to an approved land fill; transferred to an existing approved (offsite) composting facility; shipped to a composting plant or sold to recyclers. The facility will be open to the general public, municipal haulers, and contract haulers. Materials will be accepted to the maximum capacity of the facility. The proposed facility will provide added transfer and recycling capacity and opportunities to the residents and communities of Fresno County and the City of Fresno.
