The U.S. Bureau of Land Management (BLM) prepared an Environmental Assessment/Finding of No Significant Impact for the above named project, which identifies and evaluates the potential for significant environmental impacts from the proposed project. The BLM completed its review of the FONSI and assigned a Record of Decision on October 11, 2018 approving the proposed project. The Division has reviewed BLM's approved FONSI and finds that it meets the requirements of CEQA. BLM found that the project will not have a significant effect on the environment; therefore, the division intends to use the ONSI rather than preparing a ND for the project. The Division will be issuing a permit for the proposed project activity, which consists of:
(1) The project will have a significant impact on the environment
(2a) An Environmental Impact Report was prepared for this project pursuant to the provisions of CEQA
(2b) A Mitigated or a Negative Declaration was prepared for this project pursuant to the provisions of CEQA
(2c) An other document type was prepared for this project pursuant to the provisions of CEQA
(3) Mitigated measures were made a condition of the approval of the project
(4) A mitigation reporting or monitoring plan was adopted for this project
(5) A Statement of Overriding Considerations was adopted for this project
(6) Findings were made pursuant to the provisions of CEQA
