The project is categorically exempt under CEQA pursuant to 14 CCR S 15333 b/c it is not larger than 5 acres in size, will not result in adverse cumulative impacts to habitat or species, is not located where hazardous materials could be disturbed, and it will provide habitat for native dune species including threatened and endangered birds.
