Per the request of landowners in non-districted lands adjacent to SWID, SWID has agreed, for the limited and express purpose to provide regulation only for the terms of the Sustainable Groundwater Management Act, to annex such properties into SWID's boundary and SWID has applied to LAFCO to undertake the action.
The area in the proposed annexation contains existing structures developed to the density allowed by current Kern County zoning. And, there are no plans to extend any utility services to the annexed area. Thus, under CEQA Guidelines section 15319, the activity is exempt from CEQA.
