Document Description
DWR secured water rights and began operating the SWP in 1967. During the following decades, the SWP has provided water to contracting agencies throughout the SWP service area. DWR operates the CWP in coordination with the CVP, which is operated by the United States Bureau of Reclamation (Reclamation).

Reasons for Exemption
Projects that were approved prior to the enactment of CEQA, November 23, 1970, are exempt. In this case, the SWP was constructed in relevant part and operational prior to November 23, 1970. At The time that CEQA was enacted, the operational scope of SW{ activities was broad, providing DWR a wide range of discretion to determine how to deliver water to the SWP service area, including how to operate pumps, manager carryover storage, and coordinate with Reclamations CVP operations.
