Document Description
California Department of Corrections and Rehabilitation (CDCR) proposes to design and install evaporative air cooling units at the California Institute for Men (CIM) Facility A. The housing units were built in 1952 and require fire/life/safety improvements in order to comply with current standards. Part of the improvements involves installation of air cooling units which will reduce indoor temperatures during the hot months, thus providing a better environment for the management of the Heat Related Illness Prevention Plan which is a requirement of the Coleman Court (Mental Health Care). CIM is designated as an intermediate medical institution under the medical classification system, and Facility A has also received improvements in order to provide disabled accessible housing and healthcare services. Inmates currently under medical/mental health care are prescribed medications that often affect their ability to acclimate to the heat. All work shall be in compliance with CDCR Design and Construction Policy Guidelines, Building Codes, and State Fire Marshal (SFM) requirements.

This exemption allows for the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public structures, facilities, or mechanical equipment to meet current standards of public health and safety that involve negligible or no expansion of use beyond that existing at the time of the lead agency's determination. This project consists of upgrades and alterations to an existing structure and involves no expansion of use. This is one of a class of projects that the Secretary for Resources has found do not have a significant effect on the environment, and therefore is declared to be categorically exempt from the requirement for preparing an environmental document.
