The Dutch Flat Mutual Consolidation Project entails connecting PCWA's Alta treated water distribution system to Dutch Flat's water system. This consists of constructing a new distribution system within Dutch Flat and the decommissioning of the existing Dutch Flat water treatment plant and pipelines. The new distribution system will include an 8-inch pipeline connecting the Alta distribution main directly to Dutch Flat's existing storage tank on Main St and installation of 6 and 8 inch water pipelines, as necessary to meet pipe velocity and fire flow requirements. Appurtenant facilities will also be installed, such as valves, fire hydrants, blow-offs, air release valves, water meters, and flow control station per PCWA standard requirements.
The project consists of replacement of existing utility systems and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the existing utility systems and/or facilities involving negligible or no expansion of capacity (guidelines article 19, section 15302(c)). The project consists of construction and location of limited number of new, small facilities or structures, including water main extensions, including street improvements of reasonable length to serve such construction. (Guidelines article 19, seciton 15303(d)).
