Document Description
The proposed cultivation project described herein (Project) includes the cultivation of up to 10,000 square feet (SF) of mature outdoor cannabis located in unincorporated Trinity County on Assessor’s Parcel Number (APN) 015-140-027-000. The applicant is seeking a Small Outdoor Commercial Cannabis Cultivation License from the County (CCL-224) and currently holds an Annual Adult-Use Small Outdoor Commercial Cannabis Cultivation License from the Department of Cannabis Control (DCC; CCL19-0002560, Expires on 2024-12-06). Existing cultivation activities include approx. 9,863 SF of mature outdoor cannabis to be cultivated within 248 cultivation boxes, (166) 4’x4’ cultivation boxes and (82) 5’x5’ cultivation boxes for mature canopy with one foot overhang on all sides; approximately 1,680 SF of immature outdoor cannabis to be cultivated within a two (2) 6’x40’ hoop rows and the existing 1,200-SF administrative hold and harvest storage building. Existing cannabis support infrastructure includes a permitted groundwater well, six (6) 275-gallon nutrient mixing and four (4) 2,500-gallon water storage tanks, a 10’x10’ cannabis compost area, a 30’x40’ building to be used for administrative hold and harvest storage, one (1) storage sheds (10’x12’), and an existing permitted septic system. Power to the project site is provided by an existing connection to Trinity Public Utility District’s Grid. Proposed activities include the installation of a 16’x24’ shed for harvest storage on a previously graded area; no tree removal will occur. A more detailed project description can be found in the Appendix C Checklist. SPECIAL NOTES: 1. Applicant has provided supplemental Odor, Noise, and Light Attenuation Plan to fall in compliance with: Resolution NO. 2023-071, “A Resolution of the Board of Supervisors of The County of Trinity allowing streamlined approval of cannabis licenses that require CCVs for the calendar year 2023” (extended through April 2024). 2. Per CDFW “The North Coast Regional Water Quality Control Board and CDFW recommended hiring a qualified professional, such as an engineering geologist, to assess the property/properties and to make recommendations about how to stabilize the site.” 3. Mitigation Measures 3.3-1a, 3.4-4a and 3.4-4b were deemed APPLICABLE to this project and edits were made by county staff in tracked changes on 3.12.2024 for the updated MMAT. MINOR MODIFICATION: The applicant submitted a request for minor modification on February 6, 2024 for change in mature canopy area, immature canopy area, harvest storage area and removal of a 55-gallon nutrient mixing/compost tank. Five (5) 4’x4’ boxes will be installed in previously disturbed area and one (1) 5’x5’ box will be removed for an updated total of 248 cultivation boxes, approx. 9,994sqft of mature canopy. The 30’x40’ immature hoop house will be replaced with two (2) 6’x40’ hoop rows in the same footprint. The 10’x20’ and 4’x8’ general storage sheds have been removed from project elements and the project is proposing the installation of a 16’x24’ shed for harvest storage on a previously graded area; no tree removal will occur. Total mature canopy will be increased from 9,483 to 9,994 SF; immature canopy will descrease from 2,400 to 1,680 SF and total structural area will decrease from 2,752 to 2,184 SF.
