Document Description
The proposed cultivation project described herein (Project) includes the cultivation of up to 10,000 square feet (sf) of mature outdoor cannabis in Trinity County on Assessor’s Parcel Number (APN) 019-390-003-00. The applicant is seeking a Small Outdoor Cannabis Cultivation License from the County (CCL-663) and currently holds a Small Outdoor Medicinal Cannabis Cultivation License from the Department of Cannabis Control (DCC; CCL20-0000434, Expires on 2023-07-23). There are currently 147 (8’x8’) canopy areas for a total of approx. 9,408 sqft. Existing cannabis support infrastructure includes a 120 sqft shed for generator storage; an 81 sqft shed for pesticide and agricultural chemical storage; two (2) 160 sqft shipping containers for immature plants, processing, harvest storage, and administrative hold; a permitted groundwater well; a 100 sqft cannabis compost area; one (1) 275-gallon mixing tank; three (3) water storage tanks of various dimensions; and two (2) gas-powered generators. The proposed project includes use of an existing permitted groundwater well, and cultivation is irrigated via a timed drip system. Power for the project site is provided through the two existing on-site generators. Carbon off-set credits, once they become available, will be purchased to mitigate the impacts. Proposed reconfiguration and construction would include the construction of two additional (2) 120 sqft sheds to be used for general storage and processing. Three (3) 2,880 sqft (30’ x 96’) greenhouses are proposed for construction to allow for the potential cultivation of mature mixed-light cannabis canopy. These new proposed greenhouses would be located in the same area on a 17,898-sqft graded flat and replace the existing outdoor cultivation area. Special Notes: Transitioning the cultivation operation from a state licensed Medicinal-Small Outdoor license type to an Adult-Use Small Mixed-Light Tier 2 license would include upgrading the existing cultivation configuration to accommodate three (3) fully-enclosed, engineered greenhouses for mature cannabis cultivation. Should construction of the three greenhouses prove economically or physically infeasible for the applicant, primitive hoop tunnels would be placed on the existing garden terraces instead. An amended site map will be required if these hoop tunnels are installed. Furthermore if supplemental light or greenhouse fans are proposed an amended Appendix C Checklist including updated attenuation plans, site maps and mitigation measures will be required as well as county type change to mixed-light. Applicant has provided supplemental Odor, Noise, and Light Attenuation Plan to fall in compliance with: Resolution NO. 2023-071, “A resolution of the Board of Supervisirs of The County of Trinity allowing streamlined approval of cannabis licenses that require CCV’s or the calender year 2023”.
