The proposed cultivation project described herein (Project) includes the cultivation of 9,975 square feet (SF) of mixed-light located in Trinity County on Assessor’s Parcel Number (APN): 011-090-07-00. The designated area totals 13,380 SF. The applicant is seeking a Specialty Cottage Mixed-Light Tier 1 Cannabis Cultivation License and a Small Mixed-light Cannabis Cultivation License from the County (CCL-310) and holds a Specialty Cottage Mixed-Light Cannabis Cultivation License and a Small Outdoor Cannabis Cultivation License from the Department of Cannabis Control (DCC; CCL18-0003032 & 18-0003033). See below for additional project information. Cultivation activities include 5,700 SF of outdoor and 4,275 SF of mixed-light for a total cultivation area of 9,975 SF. Cultivation infrastructure includes: ten (10) 5’ X 114’ beds for outdoor cultivation, three (3) 20’ X 96’ greenhouses with three (3) 5’ X 95’ rows each, and a 20’ X 96’ greenhouse for immature canopy. Support infrastructure includes: a 20’ X 40’ metal building for harvest storage with a 12’ X 40’ overhang for immature plant area and drying, a 8’ X 20’ storage container for pesticide and fertilizer storage, and two (2) proposed 8’ X 20’ storage containers for processing. The proposed project includes use of a groundwater well for water source. An onsite septic system serves the project’s wastewater needs. Access to the project site is via a private driveway. The direct footprint of the infrastructure and designated area results in approximately 15,124 SF. A more detailed project description can be found in the attached Appendix C Checklist and the following attachments included with the Appendix C Checklist: Odor Control Plan, Biological Resources Assessment, A Cultural Resources Investigation, Site Management Plan, Mitigation Measure Applicability Table. SPECIAL NOTES: The project description states a groundwater well provides water for the project. The applicant has a Final Streambed Alteration Agreement (SAA; Notification Number: EPIMS-02639-R1) issued by the California Department of Fish and Wildlife in 2019. There is also a Right to Use and Divert Water issued the State Water Quality Control Board – Water Rights Division (Certificate Number: H100280) in 2018. The pond on the northwest portion of the property stores water diverted from two points of diversion on the subject parcel. Based on information provided in the hydrology analysis, it seems the well may be connected to the surface water diversions. The County may consider requesting additional information regarding the well.
