Document Description
The proposed cultivation project described herein (Project) is the continuation of existing cultivation activities located in Trinity County on Assessor’s Parcel Number (APN) 025-100-15-00. The applicant currently holds an Adult Use – Small Mixed-Light Cannabis Cultivation License from the California Department of Cannabis Control (DCC) (CCL18-0002041) and is applying for a cannabis cultivation license from the Trinity County Planning Department (CCL-229) to cultivate up to 10,000 sqft of mature mixed-light canopy. The existing cultivation currently includes six (6) existing temporary hoop houses for mature (9,120sqft) and immature (3,456sqft) cannabis cultivation. Two (2) of the hoop houses that contain mature cannabis cultivation are 2,880 sqft each and two (2) are 1,680 sqft each. The remaining two (2) hoop houses are 1,728 sqft each and are used for immature cannabis cultivation. Other structures used to support cultivation operations include a 120 sqft shed for nutrient and pesticide storage, a 30’x30’ shop used for processing and administrative hold, a fenced compost area 50’x5’ (250sqft), a 120 sqft shed for nutrient and pesticide storage, a permitted groundwater well, and two (2) 2,500-gallon and three (3) 550-gallon water storage tanks and a 2,500-gallon for domestic use. There are no plans for construction or expansion, and there will be no soil disturbance or construction activities. A more detailed project description can be found in the Appendix C Checklist and the following attachments included with the Appendix C Checklist: Biological Resources Assessment, Cultural Resources Assessment, Site Management Plan, Odor Control Plan, and Mitigation Measure Applicability Table. SPECIAL NOTES: (1) The number of trips described in Section 2.5 Project Elements does not match the number of trips described in Section 4.17 Transportation. Section 2.5 states that traffic will consist of 1-2 employee work trips per day, 3-5 supply trips per week, and 5-10 trips per harvest for shipment with three harvests per year, while Section 4.17 states that traffic will consist of 4-6 employee trips per day and 1-2 deliveries per week during peak harvest and planting season. Even assuming the higher level of traffic described in Section 2.5 Project Elements, this would not represent a significant increase in local traffic and no new significant impacts or substantially more severe impacts would occur as a result of the project; (2) Section 2.1 Project Overview lists an incorrect aggregate cultivation square footage of 10,848 sqft, which does not include one of the greenhouses used for immature cultivation. The correct aggregate square footage is 12,576 sqft; this increase in cultivation square footage does not exceed the designated area restrictions; (3) The Trinity County Parcel Viewer application lists the site address as 4150 Union Ridge Road. Review of current resources could not confirm or deny which address is correct. Previous cultivation licenses from both Trinity County and the Department of Cannabis Control for this APN list 2104 Union Ridge Road; therefore, this Compliance Determination will use 2104 Union Ridge Road.
