Document Description
The proposed cultivation project described herein (Project) includes the cultivation of 10,000 square feet (SF) of mixed-light cannabis located in Trinity County on Assessor’s Parcel Number (APN): 015-050-24-00. The cultivation area totals 10,000 SF. The applicant is seeking a Mixed-Light Tier 1 Cannabis Cultivation License from the County (CCL-498) and currently holds an Outdoor Cannabis Cultivation License from the Department of Cannabis Control (DCC; CCL19-0004716). Cultivation activities include 10,000 SF of mixed-light cultivation area and 5,930 SF of immature plant canopy. The proposed project also includes self-distribution and 2,001 SF of support structures. The proposed project includes use of a groundwater well for water source. The cultivation is irrigated via a drip system to reduce water loss. The direct footprint of the infrastructure and designated area results in approximately 17,931 SF (see Table 1). A more detailed project description can be found in the Appendix C Checklist. SPECIAL NOTES: There are two existing groundwater wells on the subject parcel, one of which is not in use. The proposed project includes development of a third groundwater well. The County may consider requesting additional information to demonstrate the proposed well is not connected to surface waters and can provide sufficient water to support the project. Additionally, the project description notes that a majority of site development occurred between 2018 – 2020. According to the Biological Assessment prepared by Flowra dated January 2022 indicates on special status plant species or habitat were observed during a site visit on November 3, 2021. Typically, November is outside of the seasonally appropriate time for plant surveys. Additionally, the County may consider requesting an addendum to the Biological Assessment evaluates the vegetation removal that occurred between 2018 – 2022 and includes mitigation for the potential lost of habitat that occurred for site development.
