The HCP is being developed by Valley District and other local agencies with planned water supply/infrastructure projects needing permit coverage for endangered and threatened species in the Upper Santa Ana River watershed within San Bernardino and Riverside counties for 862,987 acres. The HCP has eleven partners: Valley District, City of Rialto, East Valley Water District, West Valley Water District, Inland Empire Utilities Agency, Riverside Public Utilities, Western Municipal Water District, San Bernardino Valley Water Conservation District, City of San Bernardino Municipal Water District, Orange County Water District, and Metropolitan Water District. SCE will also participate in the HCP for hydroelectric facilities that operate in streams being considered for Santa Ana sucker translocation. The purpose of the HCP is to balance the effects of water supply management activities with conservation needs.
