Document Description
Allow Paramount Pictures Corporation to access the "Dry Meadow" at Washoe Meadows State Park for approx 10 days to film a scene for the movie "Orpheum." At the discretion of the DPR Engineering Hydrologist, or designee(s), proposed project work may include the following activities:
- Props & Special Effects: 1 large tree prop may be placed in the meadow and 1 simulated helicopter crash prop may be placed on the road. All special effects will be monitored at all times, accompanied by fire extinguishers, removed after filming, and may include: bullet hit squibs, smoke, fire effects, above ground cables, generators, and artificial snow. Diesel generators may be placed on track mats in a designated location, properly grounded, and accompanies by a spill kit.
- Flying Aircraft & Drones: Active helicopters may fly per city and FAA regulations and will operate outside of breeding season to protect all nesting birds and raptors. No aircraft will land on DPR property unless for an emergency. No one will parachute to the site. A drone may be used for photography as permitted by DPR.
- Track Mats: Track mats will be used on roads, meadows, or other areas where vehicles are not usually permitted to drive in order to place drops, equipment, and/or access filming locations. Vehicle type and usage will be approved by DPR. Track mat installation will avoid flagged sand lily plants, and in the sand lily zone, track matts will be placed on top of 6" of snow.
- Access: All access to the filming location and staging of all equipment, (i.e., portable restrooms, dumpsters, vehicles, track mats, basecamp, catering, etc.) will take place offsite at Amaker Ranch. Film crews will operate within the park between sunrise and sunset.

Project consists of minor public alteration in the condition of land, water and/or vegetation which does not involve removal of healthy, mature, scenic trees for forestry purposes and minor alterations in land use limitations in areas with an average slope of less than 20%, which do not result in any changes in land use or density and is included as "issuance of temporary use permits" in the Dept of Parks and Rec's list of exempt activities in accordance with CCR 15300.4.
