Document Description
Physicians, Scientists and Engineers for Health Energy will use community air grant funds to conduct a longitudinal air monitoring study over two years (24-30 months) to study spatial patterns of local air pollution, identify hot spots, assess air pollution source apportionment and track emission changes due to changing transportation patterns or recurring refinery and other industrial activities. *15306 In Accordance with CEQA, the use of the Common Sense exemption is based on the "general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment." (CEQA Guidelines, S15061 (b)(3)). The use of this exemption is appropriate it "it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment." With certainty, there is no possibility that the project may have a significant effect on the environment. The project consists of community outreach activities, education and training, community workshop, and a community engagement campaign. Note: See NOE for full details.
