The Project consists of a Conditional Use Permit (CUP) to allow for the sale of motorcycles, scooters, all-terrain vehicles (ATVs), personal watercraft, and snowmobiles on the Project site, which is located in the Shopping Center (SC) zone. The Project also includes a Major Design Review for a new, approximately 29,000 square-foot motorcycle and recreational vehicle dealership. The Design Review approval includes affirmation of the existing reduced landscape planter width pursuant to EGMC Section 23.54.020(B).

CEQA requires analysis of agency approvals of discretionary "projects." A "project," under CEQA, is defined as "the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment" (State CEQA Guidelines Section 15378). The proposed Project is a project under CEQA.
