The proposed project is to annex the Burnham Ranch property into the Ventura River Water District then obtain a 3/4" domestic water service to provide water for the facility's horses during periods of extended drought. The facility began operations in the mid 1990's and typically boards from 40-60 horses. It is served by a well on the property that goes dry after two or three years of drought, then they truck in water from a Casitas fire hydrant about a mile away requiring about a 2-mile round trip through local neighborhoods. Providing the water service will eliminate the truck trips, slightly increase groundwater usage while decreasing surface water usage from Lake Casitas.
