Document Description
The proposed project will replace linear fluorescent lamps in-place with the Design Light Consortium (DLC) approved tubular LED lamps (or TLEDs) of equivalent or better performance. The proposed project will also replace existing screw-in lamps with Energy Star approved LED screw-in lamps of similar form, fit and function. These interior replacements will be completed in the following facilities on the fairgrounds: 22nd DAA Administration Building, Activity Center, W. Barn, Bing Crosby Hall, Caballo Hall, Clock tower, Del Mar Arena, Del Mar Horse Park, DMTC Admin Building, Exhibit Hall, Exhibits Office (Annex) Building, Fire Station, Grandstand, Infield pavilion, Mission Tower, Thoroughbred Club, Sports Expo (Livestock Barn), O'Brien Hall, Operations & Maintenance Buildings, Recycling Center, Warehouse, and the Wyland Center. The proposed project also will replace HPS and MH fixtures with DLC-approved LED fixtures with equivalent or better performance and replace existing HID wall pack and building-mounted area lighting fixtures with equivalent or better performance LED fixtures. These exterior replacements will take place at the following facilities: Bing Crosby Hall, Del Mar Horse Park, Exhibit, Exhibits Office (Annex) Building, O'Brien Hall, Operations & Maintenance Buildings, parking, Sports Expo (Livestock Barn), and Wyland Center. The proposed project will also include installation of interior dual-reflective window film. Upgrades to kitchen hood exhaust fans with new units equipped with high-frequency, inverter duty motors and VFDs will take place in the following kitchens: 17 Hands Kitchen, Clubhouse Kitchen, El Palio Kitchen, and Turf Club Kitchen. The proposed project will also replace existing toilets and urinals with low-flow toilets and urinals. Bathroom faucets will also be retrofitted with vandal-resistant aerators and existing showerheads will be replaced with new pressure-compensating showerheads. The proposed project will assist in meeting the State's energy efficiency goals.

Reasons for Exemption
The proposed project involves replacement of outdated, energy inefficient lighting systems and toilets, as well as outdated kitchen exhaust fan systems throughout the fairgrounds. These enhancements are in line with California Executive Order B-18-12 goals. The project will not result in the expansion of an existing use and will have negligible effect on resources in the area. The State confirms that no exceptions apply which would preclude the use of an exemption for this project.
