Document Description
Citizens For Responsible Oil and Gas will use community air grant funds to identify the air emissions sources and fill existing data gaps through a community-based research project. The project will conduct community outreach, student educational programs, community meetings and trainings, and deploy air monitoring devices and drone technologies to gather air monitoring data to develop air emission data mapping and inventories. Hand-held air monitors (approximately 25 Air Beam hand held sensors), geo-location devices, fixed location gaseous air pollution monitors (approximately 10 devices such as AQMesh V4.2.3 or Vaisala AQT410), and portable PID VOC sensors for VOC/ROC detection, and Purple Air monitors (approximately 20) will be deployed near school campuses to monitor air quality. Air monitoring locations will be selected after a community engagement process, however grantee has already been granted permission to co-locate monitors at Ventura County Air Pollution Control District compliance monitoring stations at the start of the project. Purple Air monitors are small devices, used in fixed locations to monitor air particles and can be installed fixed to existing structures or walls. The fixed location gaseous air pollution monitors, such as AQMesh V4.2.3 or Vaisala AQT410, are also small devices typically installed on a pole, post or wall. Additionally, drone flight and Photoionization Detector (PID) sensor technology will be used to map oil seep locations, measure VOC/ROC and particle concentrations, air quality impacts associated with natural oil and gas seeps and vapors emitted from seeps.

*15306, 15311 In accordance with CEQA, the project qualifies as a Class 1 exemption under Article 19 of Categorical Exemptions, S15301, and as a Class 6 exemption under Article 19 of Categorical Exemptions, S15306, because the activities, proposed involved collection of information and does not result in a serious or major disturbance to and environmental resource. The proposed deployment or air monitoring devices does not expand existing use of the structures. The Air Beam, Air Monitoring Pods, Beacon Environmental Passive Tubes, and Purple Air monitors are small air monitoring devices that can be set on rooftops or the ground or carried by hand. Typical installation of the devices does not involve construction, trenching or ground disturbing activities. The PurpleAir particulate matter sensors are small devices to monitor particulate in the air; similarly, KMS AirBeams are temporary, hand held devices to monitor air and to collect data that will be used as part of the curriculum and future community action plans.
