Document Description
Drill a pilot hole, analyze water quality and drill a production well. Connect the well to the Stratford Public Utility District (District) water redistribution system. The Project will provide needed water supplies to the community after the district's existing Well No 5 and Well No 7 failed to supply water to the community on August 10 and 12, 2018, respectively. The District has been under a declaration of water supply emergency since August 12, 2018.

Reasons for Exemption
As of September 12, 2018, Well No 5 is only pumping at one-half of its capacity and Well no 7 is unusable. The District has been under a declaration of water supply emergency since August 12, 2018. The drilling of a production well and connection of the well to the District's water supply system will provide needed water supplies to the community. The existing wells have been damaged six (6) times over the past four (4) years. The probability of damage to the only remaining Well No 5 is high.
