Document Description
This project will provide utility upgrades needed for electrical, water, and communication lines. In addition, ADA parking stalls will need to be installed. To achieve the utility upgrades, the project consists of installing a transformer, electrical meter, utility pole, vault, electrical supply lines, phone lines, and a water line. The project also consists of the removal of electrical meters and a carport.
Approx 590 ft of trenching will occur, which will result in the temporary excavation of 87 cubic yards of material. The trench lines will be through already disturbed bare ground, or through open grassland made up of non-native grasses. Five different trenches will be dug within the project boundary: one for a water line (~185 ft); one for phone lines (~85 ft); and 3 for electrical lines (~210, 78, and 32 ft). Each trench will be no more than two ft deep and two ft wide. All trenches will have earthen escape ramps or covered with plywood, if left overnight.
The ADA parking improvements will partially occur within the existing parking area. A power pole will be moved to a new location and the ADA parking stalls will be withi this footprint of the existing power pole.
While the project boundary is adjacent to a known California red-legged frog pond, there are several factors that make disturbance to the frog extremely unlikely; this pond has not held water in two years (no adult activity during that time); when the pond did hold water there was no evidence of breeding (2014-2016) so juveniles have long dispersed; there is no appropriate terrestrial habitat for the frogs withint he project areas (moist, vegetated areas, holes or burrows).
