Document Description
CDFW executed Lake and Streambed Alteration Agreement number 1600-2017--0097-R5, pursuant to section 1602 of the Fish and Game Code to the project applicant, Tesoro Hills, LLC, represented by Maribel Garth. The project is the construction and operation of a new 50,000 square foot, two-story church with supporting parking, access road, landscaping, drainage system and utilities. Access to the subject property would be from the west via Stoney Creek Rd and a new paved private drivway (approximately 750'x25' and 540 parking spaces would be provided on-site. The project would be built in three hases and require grading of 400,000 subic yards of balanced cut and fill on0site fuel modification zones. Surface runodd would be conveyed overland to a system of three engineered desiltation/debris basins and two bioswales that woul dbe located at the foot of natural canyon areas and graded slopes. The project would connect with existing public utilities (to the east) and improve street lighting in the area along Avenida Rancho Tesoro. The project desiltation/debris basins will be engineered as bare-bottomed facilities to trap and store large amounts of sediment, gravel, boulders, and vegetative debris that are washed down the canyons during storm events from upstream areas. The bioswales would collect water from graded areas of the site, filter it through 30" of sand/soil media and then outet it to project drains. The basins and bioswales would be privately maintained by the church.
