Note: Refer to NOE for full Description The city Water Department is proposing to conduct a pilot test program at the city's existing Beltz 12 well facility in line with the Aquifer Storage and Recovery General Waste Discharge Requirements set forth by the SWRCB. The intent of the proposed ASR pilot test program is to assess the viability of diverting excess surface water to the local groundwater basin. The findings, if favorable, would provide the basis for the design, environmental planning, and permitting for a long-term, full-scale ASR project.

Reasons for Exemption
The project is exempt under CEQA Guidelines 15306 for basic data collection, research, experimental management, and resource evaluation activities that do not result in a serious or major disturbance to an environmental resource. The associated proposed activities are fully contained within the existing facility and would not affect sensitive or protected natural resources. Discharge water being sent through the existing storm water drain system would be decanted and dechlorinated in accordance with the parameters of the Drinking Water Systems Discharge NPDES General Permit.
