- The proposed project involves the installation of up to 10 monitoring wells and 20 soil borings within and adjacent to the Pepper Oil Company, Inc. leasehold located at 2300 Tidelands Ave in National City. The purpose of the proposed project is to monitor soil and groundwater per the requirements of a cleanup overseen by DTSC. The monitoring wells and soil brings would be completed in accordance with County of San Diego Department of Environmental Health permit requirements. Eight monitoring wells and six soil borings would be installed within the Pepper Oil leasehold, and two monitoring wells and 14 soil borings would be installed within Tidelands Ave, which is located off of District tidelands and outside of the District's coastal development permit jurisdiction.
