The project consists of a minor design review to remodel an existing commercial pad building located in the Elk Grove Village Shopping Center. The remodel proposes exterior architectural improvements, the construction of a drive-through for a new restaurant (Arby's), patio seating, and an approx 800 sf addition in the rear of the building.
The project is exempt under section 15301. CEQA Guidelines section 15301 applies to projects that consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The project involves exterior architectural improvements to an existing commercial building, the construction of a drive-through for a new restaurant tenant, and an approx 800 sf addition in the rear of the building. Drive-through use is permitted by right on the project site. The project site is in an area where all public services and facilities are available and is not environmental sensitive. No special circumstances exist that would create a reasonable possibility that granting a minor design review would create a significant adverse effect on the environment.
