The project involves exterior architectural improvements to an existing commercial building, the construction of a drive-through for a new restaurant tenant, and an approx 800 sf addition in the rear of the building. Drive-through use is permitted by right on the project site. The project site is in an area where all public services and facilities are available and is not environmental sensitive. No special circumstances exist that would create a reasonable possibility that granting a minor design review would create a significant adverse effect on the environment.
