The project consists of a minor design review to construct a new, 1,816 sf Wienerschnitzel restaurant with associated drive-through, parking area, landscaping, and lighting on a developed parcel located at the main entrance of the Elk Park Village Shopping Center. The proposed interior dining room will operate from 10:00 am to 10:00 pm and the drive-through will provide 24-hour service. There will be approx 25 employees with up to six employees per shift.

Reasons for Exemption
The project is exempt from CEQA pursuant to state CEQA Guidelines section 15303. This specifically exempts the construction of a store, motel, office, restaurant or similar structure not involving the use of significant amounts of hazardous substances, and not exceeding 2,500 sf in floor area. In urbanized areas, the exemption also applies to up to four such use of not involving the use of significant amounts of hazardous substances where all necessary public services and facilities are available and the surrounding area is not environmentally sensitive.
