Pursuant to State CEQA Guidelines section 15378, ordinance #JPA 18-02 is not a project as it is a jurisdictional-wide ordinance prohibiting cannabis dispensaries, cannabis manufacturers, cannabis cultivation, and cannabis deliveries. This ordinance is exempt from CEQA pursuant to State CEQA Guidelines Section 15061b3 as it can be seen with certainty that ordinance #JPA 18-02 may have a significant effect on the environment, therefore through approving ordinance #JPA 18-02 is not subject to the requirements of CEQA.
