Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2018-0092-R5, pursuant to Section 1602 of the Fish and Game Code to Jonathan Frank. The slope located to the west of an existing private residence located at 32640 Pacific Coast Highway (PCH) in Malibu, California, is currently being subjected to substantial erosion and failure that, if not corrected, could ultimately compromise the structural integrity of the road and residence. The proposed project is limited to: 1) conducting remedial grading to repair the eroding and failing slopes of the stream; and, 2) to repair/improve components of the existing storm drain system. Remedial grading for the project would involve a buttress fill by conventional grading/removal and recompaction process. The drainage improvements would involve removing the damaged portion of the existing 24-inch corrugated metal pipe (CMP) and replacing it with a new underground reinforced concrete pipe. On the surface of the buttress fill slope, a rock-line channel would be constructed to convey water that collects in the existing 10-inch CMP that drains water from PCH. The project includes implementation of a restoration plan that would remove nonnative plant species and revegetate the remediated slope with a combination of native hydro-seed and container planting to help prevent future erosion.
