Document Description
The San Diego Regional Water Quality Control Board issued a Clean Water Act section 401 water quality certification (Certification No. R9-2022-0141) to the Project Applicant to construct an approximately 15 million gallons per day water recycling treatment system to create a sustainable supply of drinking water for the East County area. The project includes facility upgrades and new facilities, including pipelines from the recycling facility to Lake Jennings and to the South Mission Valley Trunk Sewer interceptor. The pipelines will be installed by open-cut trenching, trenchless, or sliplining construction methods and the Lake Jennings facilities will be constructed in a dry work area after the Lake's water levels are drawn down and by scuba divers. Temporary impacts to jurisdictional aquatic resources will be restored to pre-project contours and revegetated with native species. Permanent impacts will be mitigated through the purchase of mitigation bank credits from the San Luis Rey Mitigation Bank.
