Document Description
The San Diego RWQCB is issuing a Clean Water Act section 401 water quality certification (Cert. No. R9-2018-0064) to the project applicant. The applicant proposes to fill the 0.01 acre (273 linear feet of existing ephemeral stream channel and convey the surface water in two 54 inch diameter underground pipes for the purpose of constructing a permanent driveway to provide secondary access for emergency vehicles to the fire station. permanent impacts to the stream channel will be mitigated at the San Luis Rey Mitigation Bank in Oceanside.
