NOE - Notice of Exemption
The purpose of the proposed emergency Project is to maintain the town's water supply and replace one of the town's two water supply pumps on the Eel River. The proposed replacement of the failed pump involves several other related tasks crucial to protect and maintain the town's water supply. These tasks include replacement of the failed water pump; installation of a year-round, all weather water intake structure access road; replacing the existing pipeline rated for higher pressures and installing trench plugs; raising the height of the intake vaults by four feet above ordinary high water; and install large diameter rock slope protection in front of the intake vaults and work area. Temporary and permanent impacts were identified and mitigation includes native plantings on 13,637 square feet and grade the Eel River gravel bar smooth and free of depressions.
The proposed project is the emergency replacement of a water pump and associated facilities to maintain necessary service essential to public health and safety. The project will not result in an expansion of the existing use.
