The sales transaction is not a project and therefore it is exempt pursuant to the CEQA Guidelines, sine the sales transaction will not result in any direct or indirect physical changes to the property (Section 15378(b)(5)). "It can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment" CEQA Guidelines Section 15061 subdiv. (b)(3)
