Document Description
LMUD is requesting a new underground electric distribution line be constructed along the Eagle Lake Rd. (County Rd. A-1) within the County's right-of-way, to replace the electric distribution line going through the lava field of Brockman Flats that was burned and destroyed in the recent Whaleback Fire. This line would be 9.4 miles. The line is essential to restore safe and reliable permanent power supply for safe re-population of the communities of Spalding, Bucks Bay, Stones, and Grasshopper that have not had a reliable power supply since July 28, 2018. These communities are currently being served by a temporary, portable generator, but the generator is not designed for long-term, continuous operation, and continuing to provide generator power is cost-prohibitive for LMUD.

LMUD's electric distribution line going through the lava field of Brockman Flats to serve the Eagle Rock area was destroyed in the Whaleback Fire, which has resulted in power outages in certain service areas. Due to the fires continuing to burn and destroying power distrubution lines causing long term power outages, mandatory evacuations have been necessitated for homes located in the Eagle Lake basins. The fire and resulting evacuation has been proclaimed as a local emergency pursuant to government code section 8630. CEQA does not apply to projects undertaken to replace "facilities damaged or destroyed as result of a disaster". *See NOE for full details.
