Document Description
On August 21, 2018, The Metropolitan Water District of Southern California (Metropolitan) authorized its General Manager to enter into an agreement with San Diego County Water Authority (SDCWA), Padre Dam Municipal Water District (Padre Dam), and Sycuan Band of the Kumeyaay Nation Indians (Sycuan) to provide water service to approximately 227 acres of the Sycuan Reservation. The Metropolitan Board also authorized a one-time charge equivalent to the present value of the ad valorem property taxes. Additionally, normal annexation and processing fees, and charges associated with Metropolitan's annexation process are included in the agreement. The portion of the Sycuan Reservation that would be served via this agreement is developed as a recreational area with a casino and hotel, and residential homes for its tribal members. This agreement was entered into pursuant legislative direction in California Assembly Bill 2470 (2016), codified in California Water Code section 71611.5
