- Assembly Bill 617 amends California Health and Safety Code section 40920.6 et seq. and requires each air district that is a nonattainment area for one or more air pollutants to adopt an expedited schedule for implementation of BARCT on specified facilities by the earliest feasible date, but no later than Dec 31, 2023. Local air districts are required to adopt this schedule before Jan 1, 2019. The Expedited BARCT Implementation Schedule includes six potential rule development projects to address emissions from: 1) organic liquid storage tanks; 2) petroleum wastewater treating; 3) Portland cement manufacturing; 4) refinery fluid catalytic crackers and CO gas boilers; 5) refinery heavy liquid leaks; and 6) petroleum coke calcining.
