Amendment to an existing surface mine permit for All American Asphalt. The amendment will: 1) extend the permit for 100 years; 2) mine to a depth of 400 ft above mean sea level from the current 500 ft amsl; 3) increase total reserves to 177 M tons from 112 M tons; and 4) change mining phases from three to five phases. The permit amendment would not expand the geographical boundary of the existing surface mine permit. The surface mine reclamation plan is being reviewed concurrently with the permit amendment. Finally, the permit amendment will involve a development between the city and All American Asphalt for the 100 year permit.
