Document Description
The CAL FIRE Training Center has a helicopter prop that is used for rescue and other training exercises. The prop consists of a helicopter mounted to an aerial platform, with compacted soil and gravel beneath. The prop is not currently high enough off the ground to properly train in rescue operations. To remedy this, the soil beneath the prop will be excavated to achieve additional distance between the ground surface and the helicopter on the platform. The area to be excavated is approx 25 ft by 35 ft and is bounded on two sides by gravel access roads. The excavated area will be approx 12 ft deep on the back side (deepest area), and will slope towards and join with the access roads on the front side. The back walls of the excavated area will be shored up with blocks or concrete to prevent sloughing of the sides. Excavated soil will be properly stored and disposed of. Soil will not be placed within any standard watercourse buffer zone as defined in the CA Forest Practice Rules, nor in any location where it could enter any watercourse or waterbody.

Minor alterations to land. Field review by CAL FIRE staff confirmed that no exceptions apply which would preclude the use of a NOE for this project. The project consists of excavation of soil and pouring of concrete in a highly-disturbed area less than 0.1 acre in size. The activities will not result in the taking of endangered, rare, or threatened plant or animal species, or sedimentation to surface waters.
