NOE - Notice of Exemption
Early Tuesday Jan 9, 2018 in Santa Barbara County heavy rains saturated the hillsides, which led to multiple mudslides and debris flows that impacted SR 192. The mudslides and debris flows damaged bridges, culverts, headwalls, shoulders, side slopes, retaining walls, guardrails, asphalt and other highway elements. From PM 8.0 to 12.7, significant structural damage was documented on five bridges requiring complete replacement of 3 structures (Monteciti, Romero, and Toro Canyon Creek - East) and bridge railing replacement on the remaining two structures (San Ysidro and Toro Creek - west). The project work includes repairing and/or replacing the bridges and associated drainage features including culverts, and guard rails.
This work necessary to fully restore access on Route 192 and is essential to the coastal communities and businesses along this inland route between Santa Barbara and Carpinteria. These bridge and guard rail replacements and repair to the surrounding roadway and utilities require immediate action to restore access to the local community and to prevent and mitigate the loss or impairment of life and property.
