Document Description
The project proponent is requesting: (a) nine Amendments to the Circulation Element of the Kern County General Plan to eliminate road reservations along section and mid-section lines in Sections 20, 29, and 32 of T9N/R.13W, Zone Maps 231 and 231-20; (B) nine Specific Plan Amendments to the boundaries of the Willow Springs Specific Plan to remove the proposed project area from 4.4 Comprehensive Specific Plan boundary in Sections 28 and 32 of T.9N/R.13W, 220.45 acres in Zone Map 231 and 92.05 acres in Zone Map 231-28; (c) eight changes in zoning classification: from the existing zone district E 2.5 RS FPS (Estate (2.5) Residential Suburban, Secondary Flood Plain Combining) on 160 acres in Zone Map 231-21; E 2.5 RS FPS (Estate (2.5) Residential Suburban Secondary Flood Plain Combining) on 130 acres in Zone Map 231-28; E 2.5 RS FPS (Estate 2.5) Residential Suburban, Secondary Flood Plain Combining) on 79.4 acres in Zone Map 231-20; E 2.5 RS FPS (Estate (2.5) Residential Suburban, Secondary Flood Plain (Combining) on 421.5 acres in Zone Map 231; E 2.5 RS (Estate (2.5) Residential Suburban) on 312.5 acres in Zone Map 231; E 2.5 RS MH FPS (Estate (2.5) Residential Suburban, Mobile Home, Secondary Flood Plain Combining) on 261 acres in Zone Map 231-28; to A FPS (Exclusive Agricultural, Secondary Flood Plain Combining); (d) ten Conditional Use Permits to allow for the construction and operation of seven solar photovoltaic electrical generating facilities totaling 400 megawatts on 1,854 acres of privately-owned land (Section 19.12.030.G) in the A FPS (Excluding Agricultural, Flood Plain Combining) District; (e) Vacations of existing public access easements on the project site to allow optimum placement of solar panels; (f) a Franchise Agreement for installation of gneeration tie lines in the Kern County right-of-way; and (g) Cancellation of an Existing Williamson Act (Contract for Site 4. The proposed project's permanent facilities would include, service roads, a power collection system, communication cables, overhead and underground transmission lines, electrical switchyards, project substations.
