- Kochergen Farms Composting, Inc. currently owns and operates a composting facility on a 160-acre portion of a 407-acre parcel. The applicant seeks to expand the existing facility from 160 acres to 320 acres and to increase the project's scope and capacity. The expansion would also entail widening of the Avenal Cutoff Rd along an approx 3/4 mi stretch to accommodate turn lanes as well as acceleration/deceleration lanes serving the facility at two points of ingress/egress. One new point of ingress/egress is proposed along the Avenal Cutoff Rd. Additional improvements will include construction of a new covered pad area, installation of two new above ground fuel tanks, a depackaging area, and ponding basins.
